Kamara, 13 panukalang batas ipinasa

Bumawi ang Kamara sa negatibong isyu dito hinggil sa kawalan ng quorum sa loob ng dalawang araw, makaraang matapos at maipasa ang may 13 panukalang batas last Tuesday night.

Bida ni House Speaker Prospero Nograles ang siyam na panukalang batas na may pambansang kahalagahan na naipasa sa ikatlo at huling pagbasa ay mga panukalang may kinalaman sa economy, halalan, at sa pagbabago ng hudikatura sa Philippines my Philippines.

Ang mga panukalantg batas na ito ay makakatulong upang mapagaan ang epekto sa bansa ng negatibong epekto ng pandaigdigang krisis sa ekonomiya.

 Dinumihan este mali pinapurihan pala ni Nograles ang lahat ng mga member ng Kamara, partikular  sina Majority Leader Arthur Defensor at Deputy Speaker Raul del Mar, mga mambabatas na nanguna upang maaksiyunan na ang mga nakabinbing panukalang batas sa plenary, sa agad na pagkakapasa ng may 13 panukalang batas.

Sabi nga, bakit ngayon lang.

Pagbibida ni Defensor, ilan sa mga naaprubahang panukalang batas sa plenaryo ay ang mga sumusunod:

House Bill 6098 - “An Act regulating the rental of certain residential units, providing the mechanisms therefore, and for other purposes,” na isinumite ni Speaker Nograles at Housing Committee chairman Rodolfo G. Valencia.

HB 6052 - “An Act requiring all registered voters whose biometrics have not been captured to appear before the election officer of their place of registration for purposes of having their photographs, fingerprints and signatures captured through the method of biometrics, for purposes of ensuring that the automated fingerprint identification system (AFIS) can be utilized to cleanse the records of double or multiple registrants,” na isinumite ni Teodoro Locsin, Jr, chairman ng Suffrage and Electoral Reforms;

HB 5241 - “The Investments and Incentives Code of the Philippines,” isinumite nina Reps. Exequiel Javier (Ways and Means), Junie Cua (Appropriations), Del de Guzman, Thelma Almario, Monica Prieto-Teodoro at Mary Ann Susano;

HB 6101 - “An Act establishing the Philippine Legislative Academy, defining its powers and functions, appropriating funds therefore, and for other purposes,” isinumite nina Reps. Raul T. Gonzalez, Jr., Speaker Nograles, Arthur Defensor, Junie Cua, Neptali Gonzales II at Crispin Remulla;

HB 6096 - “An Act requiring all government offices to ensure the release of the retirement benefits of its employees within fifteen days from retirement,” (is8inumite nina Reps. Roilo Golez, Gonzalez, Jr., Jose Carlos Lacson, Eduardo Zialcita, Eufrocino Codilla, Sr., at Deputy Speaker Amelita Villarosa;

HB 6097 - “An Act exempting pledge of personal property covering a loan of money not exceeding P10,000 from documentary stamp tax, amending for the purpose the National Internal Revenue Code of 1997, as amended,” isinumite nina Speaker Nograles at Ways and Means chairman Exequiel Javier;

HB 263 - “An Act to strengthen and propagate foster care for abandoned and neglected children and other children with special needs, providing appropriations therefore and for other purposes,” isinumite nina Reps. Darlene Antonino-Custodio, A. Defensor, Eileen Ermita-Buhain, Salvador Escudero, Rufus Rodriguez, Cua, Almario, Agbayani, Teodoro, Villarosa, Javier, De Guzman, Cynthia Villar, Faysah RPM Dumarpa, Del Mar, Lorna Silverio;

HB 6076 - “An Act expanding the promotion of breastfeeding, amending for the purpose R.A. 7600, otherwise known as ‘An Act providing incentives to all government and private health institutions with rooming-in and breastfeeding practices and for other purposes,” isinumite nina Reps. Anna York Bondoc, Almario, Codilla, (V) Reyes, Joseph Emilio Abaya, Victor Agbayani, .

Ang House adopted Senate Bill 3157 bilang kapalit/amyenda ng HB 6049 - An Act elevating the Philippine Normal University as the country’s National University for teacher education, establishing a system for national teacher training and development, and a program for educational policy, research and development na ang pangunahing nagsumite sa Kamara ay si Rep. Cynthia Villar.
