Protector and protectorate (Part 2)

THE second mandate can be found in the second sentence whereby it is said that the "goal" of the AFP is to "secure" the "sovereignty" of the state and the integrity of its national territory.
If one were to consult any readily available dictionary it will tell him that the word sovereignty has two meanings i.e. "Sovereign" is used to describe a person who has the highest power in a country. It is also used to describe the authority of a country to govern itself independently of any other country.
In a monarchial form of government, the sovereign is the ruler or king. In a democratic and republic state where sovereignty resides in the people such as in the Philippines, the sovereign are the people of the Philippines. The words people and sovereignty are therefore one and the same.
Thus when the Constitution mandates that the "goal" of the AFP is to "secure" the "sovereignty" of the State, it means it is tasked to secure the sovereign people of the Philippines; it could also mean that its task is to "secure" the independence of the Philippines as a sovereign nation.
Seventy nine percent of the Filipino people according to a reliable survey want GMA to be impeached. "Public opinion is stronger than the legislature, and nearly as strong as the ten commandments." This is a quote from Charles Dudley Warner, Circa 1871.
But we can not rely on the corrupt Congress to heed the opinion of the people. The protectorate meaning the People of the Philippines have no one else to turn to now except its protector which we hope have not become zombies or dead men walking.
But what will the Constitutional Protector do to benefit the Constitutional Protectorate after it shall have removed Mrs. Gloria Macapagal-Arroyo?
