"Ang pagsibak kay Julio Romero ng LTO..."

NAISULAT KO NUNG LUNES ANG TUNGKOL SA PAGKASIBAK NG ISANG TAUHAN NG LAND TRANSPORTATION OFFICE SA MUNTINLUPA CITY. SIYA SI JULIO "JULIUS" ROMERO.

NAKATANGGAP NG TAWAG ang "CALVENTO FILES" mula sa kanyang asawa na si Malou Romero na nagsasabi na "hearsay" daw ang aking mga isinulat tungkol sa kanyang asawa at hindi ko raw pinakinggan muna ang kanyang panig.

Sinabi ko rito kay Mrs. Malou na magpadala siya ng liham at aking ipapablish upang sagutin ng kanyang asawa ang mga ipinupukol sa kanyang mga akusasyon. Hanggang sa mga sandaling ito, hindi ko pa rin natatanggap ang sulat na kanyang ipinangako.

HEARSAY daw ang aking isinulat. Hindi ko naging ugali ang magbigay puwang sa aking pitak sa mga isyu na hearsay lamang. Ang "CALVENTO FILES" sa abot ng aming kakayanan ay "investigative" at kadalasan hinihingan namin ng panig ang kabilang party para sa isang balanseng pamamahayag.

Maraming sinabi itong si Mrs. Romero at maganda ring mabasa ang side ng kanyang asawa. Sabi niya kasi nagpadala na raw sila ng mga sulat kay LTO Secretary Anneli R. Lontoc at hanggang kay President Gloria Macapagal-Arroyo.

Humingi ako ng kopya ng liham at inuulit ko ngayon, Mrs. Romero, pahingi ng kopya ng liham para madinig ang panig ng inyong asawa.

Habang inaantay natin kung kelan lalabas itong sagot nila Julio Romero, tinawagan ako ni Asec and LTO-NCR Regional Director Reynaldo Berroya upang sabihin.

"Kaya sinibak ko yang si Julius Romero na yan, ang daming reklamong tinatanggap ng aking opisina tungkol sa mga illegal na gawain nang taong yan.

He also seems to feel that he is at liberty to sign memos at ilagay kung anong pwestong gusto niya, gayung casual employee lang yang taong yan," pahayag ni Director Berroya.

Ang sinasabi ni Dir. Berroya ay ang isang kontrobersyal na sulat na ginawa nitong si Romero kung saan pinirma niya na siya ang OIC ng Alabang LTO-OSS. Ipinadala sa akin ng assistant ni Dir. Berroya na si Lilian Ang ang memorandum mula sa hepe ng LTO-Muntinlupa City, tungkol sa liham ni Romero.

This refers to your letter addressed to Ms. Julia Christine L. Raymundo, Manager, JNW Drug testing Alabang Town Center dated 22 February 2005 for a replacement of one (1) air-conditioning unit and the repair/replacement of five (5) employees’ chairs.

It was remarkable, regrettably however, the undersigned noticed that the you signed the letter as the OIC of LTO OSS (photography attached) and pretending to LTO OSS personnel and other support personnel as OIC.

This unlawful act is a violation of Chapter 2 Section I Article 177 Titled USURPATION OF AUTHORITY or Official Function, of the Revised Penal Code of the Philippines.

In this connection, you are directed within 24 hours upon receipt hereof why no disciplinary action can be taken against you for violation stated above.

Unsatisfactory explanation will compel the undersigned to recommend/refer you to the L.T.O. Regional Office for proper investigation.

Paano naman maitatanggi si Romero, eh may kopya din ako nung sulat niya kung saan nakapirma siya at nakalagay na siya ang OIC ng LTO-OSS Alabang. Maliwanag pa yan sa sikat ng haring araw. Ang posisyon nitong taong ito ay License Evaluator at casual lamang. Kaya pala ganun na lang ang reaksyon ni Dir. Berroya sa ugali nitong taong ito. Ngayon, sabihin ninyo na hearsay ang lahat ng ito.

Hindi pa yan mga kaibigan, nakatanggap tayo ng kopya ng liham ng isang mamamayan na naging "biktima" diumano nitong si Julio Romero na ipinadala mula sa tanggapan ni Dir. Berroya na ipinadala ng kanyang assistant na si Ms Lilian Ang.

Dear Director Berroya:


Allow me to report to your office my experience at the LTO Tunasan branch, Muntinlupa City when I had my driver’s license renewed at the said office.

I was informed rather belatedly that the LTO already requires each driver-applicant to disclose his/her Taxpayer Identification Number (TIN) for renewal of license. Those of us transacting business that day who were unable to give said information, including myself, were asked by the License Evaluator, Mr. Julio C. Romero, to shelf out Php 50.00 in order for him to "facilitate" the renewal process. In short, Php 50.00 each in exchange for his/her TIN. I personally witnessed several applicants ‘pay’ Mr. Romero, not the Cashier, simply because they don’t have their TIN.

I did not see any applicable space or box in the LTO form meant for that particular information. As what my experience taught me, this is just being used by unscrupulous LTO employees for monetary gain.

In fairness to the LTO, and let me compliment you on this, business transactions have greatly improved in terms of timely delivery of services. But what good these improvements bring if some LTO employees, themselves acting as ‘fixers,’ continue to victimize the public.

Paano ba yan Mr. Julio Romero, malinaw na nirereklamo ka ng pangongotong ng P50 pesos?. Kung akala ninyo maliit na halaga yan, ilang tao ang dumadagsa sa tanggapan ng LTO sa maghapon? Hindi na hearsay yan, Mrs. Romero. Documented yang reklamong yan.
