Can Comelec explain? Presidential rivals got identical votes in NCR

Evidence of fraud in Election 2022 piles up. Five presidential rivals got identical votes in thousands of Metro Manila precincts.

“Comelec can’t explain the statistical impossibility,” said former information-communications technology secretary Eliseo Rio. He studies and exposes the electronic cheating to stop any more repeat.

Rio’s team of infotechnologists, mathematicians and statisticians unearthed the anomaly: see https://tinyurl.com/NCR-Precincts. Examples:

• Bongbong Marcos got exactly 369 votes in each of 63 precincts, and 364 votes in 63 others. He got 378 votes in 61 more precincts, and 376 votes in another 61. Then 366 votes in 60 precincts and so on.

• Leni Robredo got 186 votes in each of 95 precincts. Also 169 votes in 92 others. Then 132 votes in 89 more. And 163 votes in 88 precincts, 178 votes in 87 and so on.

• Isko Moreno got 21 votes in each of 420 precincts. Also 23 votes in 419 others. Then 26 votes in 416 precincts, 24 votes in 408 more, 22 votes in 392 and so on.

• Ping Lacson got 12 votes in 670 different precincts. Also 11 votes in 665 precincts. Then 9 votes in 650 others, 13 votes in 639 more, 14 votes in 628 and so on.

• Manny Pacquiao got 7 votes in 826 separate precincts. Also 8 votes in 806 others, and 6 votes in another 806. Then 9 votes in 780 precincts, 5 votes in 765 and so on.

“Votes of other candidates were shaved and added to Marcos,” Rio posted on his Facebook page. “That made the column of Marcos extra long, and the columns of Lacson and Pacquiao extra short.”

Metro Manila is the melting pot National Capital Region. Manila City makes up the 1st District. The 2nd District comprises Mandaluyong, Marikina, Pasig, San Juan and Quezon Cities. Third District: Caloocan, Malabon, Navotas, Valenzuela. Fourth: Las Piñas, Makati, Muntinlupa, Parañaque, Pasay, Pateros, Taguig.

NCR had 10,462 precincts. Each precinct had 200 to 800 voters. A candidate could have gotten anywhere from 0 to 800 votes. “Yet there were too many identical votes in too many separate precincts,” Rio said.

“Cheating was done in the transmission of results from precincts to Comelec’s Transparency and Central Servers,” lawyer Melchor Magdamo said. A former Comelec official, Magdamo has exposed electronic fraud in Elections 2010, 2013, 2016, 2019 and 2022.

How was the rigging done? By violating the 2008 Automated Election Systems Law, Rio said. To wit:

(1) “The 107,345 vote counting machines ran on a software whose source code was reviewed. But each had an SD (secure digital) card configured for the municipality and district where it was assigned. That was because the names of candidates for local positions in Manila City, for example, were different from those of Quezon City.

“Using pandemic precautions as flimsy excuse, Comelec configured more than 85 percent of those SD cards without any stakeholder witnesses as required by the AES law.

“No one is now 100 percent sure that those SD cards were not maliciously configured so that a shaded vote for one candidate was counted for another.”

(2) “Namfrel discovered a change in the hash code of the VCM software used in a demo unit before Election Day. (National Citizens’ Movement for Free Elections was a Comelec-accredited poll watchdog.)

“Meaning, the downloaded software in the VCM was not the same as the approved one that underwent source-code review.

“Comelec alibied that it was just a typographical error in the hash code. No investigation conducted on who was responsible.

“Namfrel demanded another source code review but was denied.”

(3) “A man-in-the-middle device, with private IP address 192.168.0.2, contained rigged election results from maliciously configured SD cards in the Canvassing System designed by Smartmatic.”

(Venezuelan firm Smartmatic supplied the electronic balloting hard and software. Last month the US Attorney General indicted four Smartmatic execs for bribing Comelec chairman Andres Bautista in 2015.)

(4) “IP address 192.168.0.2 transmitted 99 percent of NCR precinct results. The statistically impossible pattern of similar votes in thousands of NCR precincts show that the votes of four candidates were shaved and added by the millions to a fifth candidate.”

Rio’s team initially analyzed the presidential and VP votes in Manila City (see Gotcha, 1 and 3 May 2024). Marcos, Moreno, Robredo, Lacson and Pacquiao got identical votes in nearly all 1,846 precincts. Same with Sara Duterte, Willie Ong, Kiko Pangilinan and Tito Sotto.

Incredibly, Lacson, a senator of 18 years, and world boxing champ Pacquiao, senator for six years, got zero in dozens of Manila precincts.

Rio studied the mayoralty race in Sto. Tomas, Batangas (see Gotcha, 26 April 2024). Four rivals got similar votes in 153 precincts. Implausibly, the incumbent vice mayor and two councilors lost even in their bailiwick home-barangays and precincts. Comelec proclaimed a political tyro.
