Congressional districts of Cebu City

Cebu City from 1907 to 1972 belonged to the Second Congressional District of Cebu. The other components of the old 2nd Congressional District of Cebu were Mandaue, Consolacion, Liloan, Compostela, Cordova, and Lapu-Lapu City.

Three days after the Constitutional Commission adopted the 1987 Constitution on October 12, 1986, it enacted an ordinance appended or attached to the proposed 1987 Constitution. It apportioned the seats of the House of Representatives of the Congress of the Philippines to the different legislative districts in the provinces and cities and the Metropolitan Manila Area.

Cebu City was divided into two districts, the first district (also called the North District), it is composed of the following barangays: Adlaon, Agsungot, Apas, Bacayan, Banilad, Budla-an, Busay, Cambinocot, Camputhaw, Capitol Site, Carreta, Central Proper, Cogon-Ramos, Day-as, Ermita, Guba, Hipodromo, Kalubihan, Kamagayan, Kasambagan, Lahug, Lorega, Lusaran, Luz, Mabini, Mabolo, Malubog, Pahina Central, Paril, Pit-os, Pulang Bato, Sambag I, Sambag II, San Antonio, San Jose, San Roque, Sta. Cruz, Sirao, T. Padilla, Talamban, Taptap, Tejero, Tinago and Zapatera.

The second district also called the south district is composed of the following barangays: Babag, Basak Pardo, Basak San Nicolas, Bonbon, Buhisan, Bulacao, Pardo, Buot-Taup, Calamba, Cogon Pardo, Duljo-Fatima, Guadalupe, Inayawan, Kalunasan, Kinasang-an, Pardo, Labangon, Mambaling, Pahina San Nicolas, Pamutan, Pardo, Pasi Abuno, Sibugay, Punta Princesa, Quiot, San Nicolas, Sawang Calero, Sinsin, Suba Pasil, Sudlon, Sapangdaku, Tabunan, Tigbao, Tisa, ang Toong.

With Cebu City having two new districts, the second congressional district was apportioned with the following components: Argao, Dalaguete, Alcoy, Boljoon, Oslob, Santander, Samboan, Ginatilan, Malabuyoc,Alegria, Badian, Moalboal, Alcantara, Ronda and Dumanjug.

The President of the 1986 Constitutional Commission was Cecilia Munoz Palma (who later became Justice of the Supreme Court). The members of the commission were appointed by Revolutionary President Corazon Cojuangco Aquino. The Secretary General was Flerida Ruth P. Romero while the Vice President was Ambrosio B. Padilla.

There were Cebuanos who were appointed by President Aquino as Commissioners of the 1986 Constitutional Commission. Publisher Napoleon Genson Rama, son of Don Vicente Rama was the Floor Leader of the Constitutional Commission.

Other Cebuanos who were part of the 1986 Constitutional Commission were Atty. Hilario G. Davide, Jr. who later became Commissioner of the Commission on Elections, Associate Justice of the Supreme Court then to become its Chief Justice.

The other Cebuano Commissioner was Atty. Regalado Estrella Maambong who was assemblyman of the Regular Batasang Pambansa in 1984 up to its abolition in 1986. Atty. Maambong was appointed by President Gloria Macapagal Arroyo as Associate Justice of the Court of Appeals in 2002. He was also Presiding Judge of Branch 22 of the Regional Trial Court of Cebu City.

Another Bisaya, Atty. Adolfo S. Azcona, was also appointed commissioner of the Constitutional Commission.

The session of the 1986 Constitutional Commission was conducted at the Plenary Hall, National Government Center, Quezon City.
