Guadalupe V. Osmeña Village, Cebu City
The Cebu City Council on July 6, 1987, upon the request of the Guadalupe Village Homeowners Association of Punta Princesa, Cebu City for the change of the name of their subdivision from "Guadalupe Village" to "Guadalupe V. Osmeña Village," enacted City Ordinance No. 1254.
The Cebu City Council justified the renaming that the most compelling reason why the residents of the subdivision is because there so much confusion among the people as to their true identity because there is also an existing Barangay called Guadalupe.
As a consequence, people who would want to visit their friends or relatives in Guadalupe Village are oftentimes misled and instead of going to their village they usually proceed to Barangay Guadalupe.
Likewise, mails intended for the residents of Guadalupe Village are often lost and undelivered by the mailman because the mails are often times brought to Barangay Guadalupe.
Guadalupe V. Osmeña is the wife of Edilberto Chiong Veloso Osmeña. Edilberto is a son of Don Sergio Suico Osmeña and Estefania Chiong Veloso. The brothers and sisters of Edilberto were: Vicenta, Nicasio, Milagros, Emilio, Teodoro, Jose, Maria Paloma (a subdivision in Salvador Extension, Labangon, where the Court of Appeals holds office was named after her), and Sergio "Serging" Jr.
The mother of Edilberto (husband of Guadalupe Veloso) whose name was Estefania was the daughter of Don Nicasio Chiong Veloso and Doña Genoveva Rosales.
Guadalupe on the other hand was the daughter of Don Mariano Veloso (a street in Barangay Guadalupe is named after him, situated within the Veloso Suddivision, which bears his name) who married Consuelo Carratala who was the daughter of Engr. Enrique Carratala and Feliciana Enriquez Carratala.
The sister of Guadalupe, whose name was Milagros married Dr. Manuel Cuenco who was the son of Don Mariano Jesus Cuenco. Antonio V. Cuenco (who became Congressman of Cebu City South District) and Jose "Boy" Cuenco (who became OIC Mayor and City Councilor of Cebu City) are first cousins of Renato V. Osmeña (who became city councilor and vice mayor) and Rogelio V. Osmeña (who became city councilor).
Their children (Congressman Tony Cuenco and Vice Mayor Renato Osmeña), James Roa Cuenco (Cebu City Councilor) and Ritchie Zayco Osmeña (Cebu City Councilor) are second degree cousins, belonging to the Veloso Clan.
The Cebu City Council that enacted the village renaming ordinance was composed of the following, who were appointed or called Officer-In-Charge after the EDSA Revolution. They held the position until the election in 1988 was held. They were Atty. Augusto Go, vice mayor, councilors Clemente G. Rama, Atty. Emmanuel R. Pacquiao, Atty. Alfonso U. Alerre (who became LTFRB regional director and general manager of MCIAA), Nicolen R. Aricayos, Antonio A. Avila Jr. (nicknamed Tony, and a veteran broadcaster), Jessie M. Aznar, Atty. Eulogio B. Borres Jr., Julio L. Climaco, Elpidio B. Go, Panfilo B. Malazarte, Dr. Pureza T. Onate, Atty. Ramsey M. Quijano, Mario R. Veloso and Arnulfo R. Ravina.
City Ordinance No. 1254 was approved by Jose Veloso Cuenco, OIC, Office of the Mayor, City of Cebu on July 16, 1987. When Jose "Boy" Veloso Cuenco resigned to run for Mayor, a cousin, Antonio R. Veloso was appointed to replace him as OIC Mayor of Cebu City. Antonio R. Veloso was the son Buenaventura Veloso (brother of Milagros Veloso Cuenco) who married Lourdes Rodriguez. Mayor Antonio Veloso married Edwina Johnston. He was OIC Mayor from November 27, 1987 to February 2, 1988 and never received his salary and instead donated it to the Department of Social Welfare and Services.
