It says here that the master plan for Yolanda-hit areas has been completed -- after about a year. It's a comprehensive rehabilitation and recovery plan. Rehab czar Panfilo Lacson announced the master plan's completion.

There's reason for hope. But here's the rub -- Ping Lacson has made it known that his office has no power to implement. So who'll implement? Whoever gets to be made implementor of the plan Ping has called on the public to be vigilant. There's big money in the recovery plan, involving as it does an allocation of P170 billion.

Said Manang Clara, a member of a women's religious group: "May gani kay gipaminaw ni Father God ang akoang panalangin." Other members of the group's comment: "Hahaha."
