It is the whole strip of the then newly cemented road which starts from the corner of F. Llamas Street, Punta Princesa, opposite the Sta. Cruz-San Roque Chapel, Poblacion Punta Princesa, towards and up to Sitio Manga, Punta Princesa, Cebu City.
An earlier ordinance (C.O. No. 1517) enacted on May 16, 1994 named a portion of Punta-Buhisan Road from F. Llamas Street towards the boundary of Punta Princesa and Barangay Buhisan as "Perfecto Jabalde Street". This was amended by City Ordinance No. 1781 enacted on Aug. 11, 1999 as the earlier ordinance naming the street in honor of "Perfecto Jabalde" ran conflict with Ordinance No. 1672 naming the same street as "Father Jose M. Bosch".
Perfecto Jabalde Street is named after a Barrio Lieutenant (Teniente del Barrio) who was then appointed by the mayor, this was the case prior to the amendment of the Barrio Charter. When elections for barrio officials were held for the three terms (1960-1961, 1962-1963, 1964-1967) Mr. Perfecto Jabalde more popularly known as "Titi Pestoy" by his neighbors and relatives was elected as the first Barrio Lieutenant of Punta Princesa, Cebu City.
Titi Pestoy, during the terms that he has led the barrio government, showed remarkable achievements and exemplary service to his people, having been instrumental in the expansion of the Punta Princesa Elementary School and the erection of buildings to accommodate the ever-growing school population.
He was likewise responsible for the supply of potable water for human consumption, this he did by the erection of artesian wells in strategic areas, with wide roads, coupled with the maintenance of peace and order.
The ordinance correcting the conflict of street names was sponsored by Councilors Jose F. Navarro, Punta Barangay captain and council ex-officio member as president of the Association of Barangay Councils, and Councilor and Jocelyn G. Pesquera. The Council's Presiding Officer at that time was Vice Mayor Renato V. Osmeña. This was approved by then Mayor Alvin B. Garcia on Aug. 25, 1999.
