Ordinance vs. vehicular noise

I have a good friend who is running for vice president. He's the perfect man for the job. His name is Perfecto Yasay.

Another friend of mine doubts the veracity of reports that the US is releasing a big sum for Pinoy slum dwellers. He says: "If there is, where is?"

Atan Guardo says he's more qualified than Tom O. A sidewalk philosopher I know says: "Oh yeah? Unya Osmeña siya?"

If you don't get what our sidewalk philosopher means, he simply means that in this town being Osmeña is an unequalled qualification for public office.

A media colleague says he's not voting for the reelection of their representative. "Wa gyoy ayo ... Hangtod karon wa gani katoltol sa CR sa Batasan," he says.

Lawyer Fritz Quiñanola, another good friend, is running for city councilor. This is not the first time Fritz is making a shot for a Council seat. Everytime he runs, I bat for him. I know he's got what it takes to be a city councilor.

After saying that, I hold my tongue. Everytime I batted for Fritz he lost. I'm not anymore batting for him this time. It's high time Fritz won.

At last, someone in the City Council has thought of enforcing a long neglected ordinance prohibiting motor vehicle from creating noise like blowing their horns in places where schools, hospitals, courts, etc. are located.

And it was a tenderfoot member of the city lawmaking body who thought of it ... Sangguniang Kabataan President Rengelle Pelayo. Pelayo sponsored a resolution urging the City Traffic Operations Management (Citom) to enforce City Ordinance No. 40, which penalizes the excessive noise created by motor vehicles.

There was a time when places covered by this ordinance had signs saying "School Zone or Hospital Zone, no horn blowing." Another common sign near courts said: "Court in Session, no horn blowing." And these signs were obeyed by the drivers. "Buotan pa man gud mga draybers niadto," said a retired traffic cop.
