Order of LTO can be a source of corruption?

ORDER VS. MOTORBIKES. The motorcycle-riding public is up in armas against an administrative order of the Land Transportation Office (LTO) where motorcycle drivers are required to wear leather boots, long-sleeved jacket, goggles, gloves, in addition to crash helmet. Motorbike owners call this new LTO rule “anti-poor” because most, if not all, owners of motorbikes are poor. “Mura tag buang mag-jacket, mag-boots, mag-goggles, mag-guwantes, mag-helmet bisan anha ratas Tabuan palit og buwad,” one San Nicolas motorbiker said.

CORRUPTION SOURCE. “You know what?” said a business executive, “if implemented to the letter, this LTO order could be another easy source of corruption for traffic enforcers.” The businessman said: “Hunahuna ra gud, pila ray makatuman ining order sa LTO. Kadtong dili makatuman, posibleng kilkilan sa mga badlongon nga enforcer, apil na ang LTO deputies.”
