EDITORIAL ‘Better access for success’

Persons with disabilities have seen significant progress in the promotion of their rights since the nation started observing Disability Prevention and Rehabilitation Week. Now on its 29th year, the annual observance that starts today focuses on greater access to transportation, information and communication technology as well as other facilities for persons with disabilities.

That access has steadily improved over the years, especially after the passage of the Magna Carta for Disabled Persons or Republic Act 7277, which sought to protect the disabled from discrimination, provide employment opportunities and guarantee their full integration into the social mainstream. On Dec. 6 last year, the United Nations adopted the Convention on the Rights and Dignity of Persons with Disabilities, which further promotes the rights of the disabled. On April 30 this year, RA 9442 was also enacted into law, providing more benefits and privileges for persons with disabilities in this country.

Still, much more can be done. Special wheelchair ramps, parking spaces and seats for the disabled in mass transportation facilities have become ubiquitous in many countries including the Philippines. But many persons with disabilities still cannot enjoy the benefits of information and communication technology. Despite laws against discrimination in the workplace, many companies are also reluctant to employ persons with disabilities. Sometimes the reluctance is due to the lack of understanding of the affliction. Sometimes employers worry that the disabled can slow down or disrupt work schedules or office procedures, and the concern isn’t always unfounded.

Reassuring society of their capabilities has never been easy for persons with disabilities. The problem is worse in tight job markets. Many employers are still reluctant to gamble on a job applicant with disabilities even if the applicant has the required qualifications. Society will have to get over such attitudes, allowing persons with disabilities to realize their full potential. The nation will be richer for it.
