MANILA, Philippines — The Metropolitan Manila Development Authority is considering filing a complaint against members of transport group Manibela who reportedly beat up an MMDA traffic enforcer on Wednesday.

The incident occurred during the transport strike along Connecticut street and EDSA in San Juan, the MMDA said.

MMDA personnel and jeepney drivers clashed as traffic enforcers issued violation tickets to protesters for illegal parking.

The protesters also failed to present a rally permit, according to MMDA Special Operations Group Strike Force head Gabriel Go.

Videos showed some Manibela members beating up a traffic enforcer and destroying his motorcycle.

Go said the MMDA personnel exercised maximum tolerance, but the rallyists turned aggressive.
