MANILA, Philippines — Cyber scammers on social media must be prevented by amending the SIM Card Registration Law or enacting new legislation, according to the Cybercrime Investigation and Coordinating Center (CICC).

While text and call scams were addressed through SIM card registration, cyber fraudsters have shifted to attacking Filipinos on social media, CICC executive director Alexander Ramos said yesterday.

“With the SIM card registration, you already know the threat actor,” Ramos said at a press conference with technology firm Gogolook. “We were able to reduce the number of vulnerabilities in the process.”

The CICC and Gogolook presented the 2024 Whoscall Philippine Scam Report, wherein call and text scam attempts in the country totaled 6.15 million.

Gogolook country head Mel Migrino said text and call scam attempts surged in the fourth quarter of 2024.

“Most of these (scam threats) come from social media platforms. Servers that are not covered by the provisions of the SIM card registration law,” Ramos said.
