LTO probes deadly Katipunan road crash
MANILA, Philippines — The Land Transportation Office (LTO) will start today its investigation into the Katipunan flyover accident in Quezon City that left four people dead last week.
Based on a police report submitted to the LTO-Law Enforcement Service, an Isuzu truck (RJK-719) driven by Richard Mangupag crashed into vehicles and motorcycles along the flyover.
LTO chief Vigor Mendoza II said he issued a show-cause order to Mangupag and the registered owner of the truck.
“The investigation will determine if there are lapses on the part of the owner, especially on the aspect of roadworthiness and the employment of the driver,” Mendoza said.
The owner of the truck was also summoned to explain why he should not be sanctioned over the accident.
According to the LTO, the owner of the vehicle is facing an administrative complaint for employing an alleged reckless driver.
Mangupag is facing charges for reckless driving and possible revocation of his driver’s license.
The LTO slapped Mangupag with a 90-day suspension. He was ordered to surrender his driver’s license by Dec. 10.
