MANILA, Philippines — The number of voters who have been deactivated and may no longer vote in the May 2025 midterm elections has increased to more than 5.38 million, the Commission on Elections (Comelec) said yesterday.

Aside from deactivating voters, the Comelec has also removed up to 686,859 from the list of registered voters as of July 15.

Latest Comelec data showed a total of 5,388,421 voters have been deactivated.

A majority of those deactivated failed to vote in two successive elections.

Most of those deleted from the voters’ list were dead or have transferred to other areas.

The poll body has processed up to 5.35 milion applications since voter registration resumed in February.

Among regions, Calabarzon has the highest number of applicants with 901,562 followed by the National Capital Region with 712,458 and Central Luzon with 618,106.

The Cordilleras registered the lowest number of applications with 74,874. 

Comelec Chairman George Garcia earlier said the number of people qualified to vote in the 2025 midterm elections is now nearing 66 million.

Garcia urged voters to reactivate their status before the voter registration ends on Sept. 30. 

The Comelec is targeting 70 million voters for the midterm elections.
