MANILA, Philippines — The Commission on Elections sees no delay in the arrival of newly manufactured automated counting machines (ACMs) that would be used in the May 2025 general elections, Comelec Chairman George Garcia said yesterday.

Service provider Miru Systems is expected to deliver the 110,000 ACMs as scheduled, according to Garcia.

Based on the Comelec timeline for the 2025 polls, 20,000 ACMs are set to arrive from South Korea by August. An additional 30,000 ACMs are supposed to arrive by September.

The complete delivery of the voting machines is expected with the arrival of 30,000 units by November and another 30,000 by December.

“We saw that Miru is very ready to deliver to us the 110,000 machines that we will be needing because their timeline is… being duly followed,” Garcia said.

“We are contented and satisfied with what we have seen (from Miru) so far,” he added.

Garcia and other Comelec officials recently visited Miru’s manufacturing plant in South Korea. The poll chief expressed satisfaction over what they observed in the manufacturing of the ACMs.

“We have proven that Miru is an established manufacturing company of automated counting machines,” Garcia said.

Miru said the invitation to the Comelec and other election stakeholders to visit the manufacturing plant is meant to prove its transparency.

“We want to be fair and transparent from the beginning. We have nothing to hide. That’s why we wanted to show and open our processes to everyone involved in this project,” Miru Systems vice president for overseas sales Ken Cho said.
