IAS: Dismiss cop in Rizal teen’s slay
MANILA, Philippines — The policeman who shot dead a 15-year-old boy in Rodriguez, Rizal last month has been recommended for dismissal by the Internal Affairs Service (IAS) of the Philippine National Police.
Administrative complaints should be filed against Cpl. Arnulfo Sabillo, IAS inspector general Alfegar Triambulo said, citing a resolution the agency submitted to the Calabarzon police on Sept. 15.
Sabillo said it is up to Calabarzon police director Brig. Gen. Carlito Gaces whether to approve the IAS recommendation.
Based on the results of its summary hearing proceedings, the IAS said Sabillo was found guilty of two counts of grave misconduct and conduct unbecoming of a police officer over the death of John Francis Ompad on Aug. 20.
Probers said the incident occurred after Sabillo, who was in civilian clothes, and his companion Jeffrey Baguio tried to pull over Ompad’s brother John Ace, 19, who was on a motorcycle.
John Ace said he did not stop because the two were drunk and might be criminals. He said the two chased him until he reached home.
When John Ace hurled his helmet to drive them away, Sabillo reportedly fired his gun, but missed. The bullet instead hit John Francis, who had just stepped out of their house.
Sabillo and Baguio are also facing charges of homicide and attempted homicide.
