MANILA, Philippines — A policeman based in Camp Crame was arrested for allegedly threatening a motorist with his handgun during a traffic altercation in Quezon City on Thursday.

Pat. Ulyses Ramon Norbe, 35, who is assigned with the Headquarters Support Service of the Philippine National Police (PNP), was brought to the Quezon City Police District (QCPD)’s Talipapa police station for investigation following the incident, which occurred in Barangay Tandang Sora at around 8:20 p.m.

In a briefing on Friday, PNP chief Gen. Benjamin Acorda Jr. said complaints for grave threat and alarm and scandal are being readied against Norbe.

“In all the cases in which police officers are involved, we are not condoning these acts,” he said.

Investigators said a concerned citizen saw Norbe and a 42-year-old man, who was not identified, arguing at the corner of Mindanao and Tandang Sora Avenues.

The two were traversing Mindanao Avenue on separate motorcycles before their altercation.

Lawmen, responding to a Hotline 122 call, took Norbe into custody and seized his 9mm pistol.

Accidental shooting

A policeman was wounded after he allegedly fired his handgun in the QCPD headquarters at Camp Karingal on Thursday.

Cpl. Lanz James Testor, who is assigned with the QCPD’s district tactical motorized unit, was in the supply room of their office when his Glock 17 Gen 4 pistol went off at around 10:34 a.m.

The 30-year-old policeman sustained a gunshot wound on his hand.

Colleagues brought Testor to the camp clinic and later transferred him to the East Avenue Medical Center for medical treatment.

Police investigators recovered a bullet casing in the supply room.

An investigation into the incident is ongoing.
