No end to Makati-Taguig row as school opening nears
MANILA, Philippines — Less than two weeks before the opening of classes in public schools on Aug. 29, the city governments of Makati and Taguig have yet to resolve their turf war.
Taguig officials have allegedly rejected Makati’s offer to provide free supplies in schools located in “embo” barangays or enlisted men’s barrios, according to Makati administrator Claro Certeza.
Certeza said around 30,000 students would have benefited from free uniforms, shoes, school supplies and other educational needs.
Makati also accused Taguig of “forcibly attempting” to take over public schools, which Taguig said is “misleading and false” and aimed at sowing “fear and uncertainty among the affected residents.”
Taguig claimed yesterday that Makati, a private security firm and barangay officials illegally barricaded public schools and streets.
Interior and Local Government Secretary Benhur Abalos, however, said the rift between the local governments units should not affect the opening of schools in the cities of Makati and Taguig.
At a press conference, Abalos said he had spoken with Mayors Abby Binay and Lani Cayetano to ensure that the differences between the two cities will not affect the services for the affected residents.
“Mayor Cayetano said she has talked to Mayor Binay about the affected schools, especially with the opening of classes. I think they are trying to figure it out,” Abalos said.
He said local governments of Makati and Taguig should ensure a smooth school opening on Aug. 29.
“The issue of payment and jurisdiction should be set aside first. What is important is that the children can enroll and return to school. The issues of ownership and reimbursement should be discussed on the side,” Abalos said.
The Supreme Court had ruled that the 729-hectare Bonifacio Global City and 10 barangays in Makati’s second district are within Taguig’s jurisdiction.
The public schools affected by the dispute are Makati Science High School, Comembo Elementary School, Rizal Elementary School, Pembo Elementary School, Benigno “Ninoy” S. Aquino High School, Tibagan High School, Fort Bonifacio Elementary School, Pitogo Elementary School, Pitogo High School, Cembo Elementary School, East Rembo Elementary School, West Rembo Elementary School and South Cembo Elementary School.
