PNP probes 377 fake neuropsychtest results

MANILA, Philippines — Five personnel of the Philippine National Police (PNP) Health Service are in hot water after they allegedly falsified neuropsychiatric results favoring 377 applicants of firearms licenses in exchange for grease money.

The PNP Civil Security Group (CSG) is currently investigating a major, three police non-commissioned officers and one non-uniformed personnel who were placed on floating status.

“We identified the persons responsible for these irregularities and right now we are filing administrative and criminal cases against them,” CSG director Brig. Gen. Benjamin Silo Jr. said.

Citing the results of an investigation, Silo said the Health Service personnel marked as passed the results of those 313 applicants who failed their neuropsychiatric exams.

They also certified as passers 64 applicants even if they did not actually appear during the exams.

In return, the police personnel received bribes ranging from P30,000 to P35,000 from each of the applicants.

The scheme was unearthed during a recent law enforcement operation in Rizal province.

As part of its initial actions, Silo said the CSG revoked the licenses and firearms registrations of the applicants.

The CSG is preparing criminal complaints against the five PNP personnel for corrupt practices as well as violating the code of conduct and ethical standards for public officials and employees, ease of doing business law and the comprehensive law on firearms and ammunition.

The five personnel are also facing administrative complaints before the PNP.
