MANILA, Philippines - The Department of Health (DOH) is seeking the legal opinion of relevant government agencies on the proposed transfer of the Philippine Health Insurance Corp. (PhilHealth)’s jurisdiction to the Office of the President.
The technical working group (TWG) of the DOH opted to get the legal opinions of the Department of Justice, Office of the Solicitor General and Office of the Government Corporate Counsel on the matter.
“We are waiting for the opinion of these agencies for discussion in the next TWG,” the DOH said.

Under Republic Act 7875, PhilHealth is an attached agency of the DOH for policy coordination and guidance.
“The legal question being addressed is mainly on the plausibility of such transfer, and what legal entanglements may be present that need to be looked into,” the DOH said..
Aside from the legal aspect of the proposal, the DOH said the TWG would also look into the technical and strategic aspects of the transfer.
