MMDA: Road clearing ops cover sidewalks
MANILA, Philippines — Not only alternate routes or Mabuhay Lanes but also sidewalks and other public areas in Metro Manila are covered by road clearing operations, according to the Metropolitan Manila Development Authority (MMDA).
During a hearing of the House of Representatives committee on Metro Manila development last week, the agency said its mandate on clearing efforts is not limited to major thoroughfares and Mabuhay Lanes but also secondary roads as well as alleys.
Acting MMDA Chairman Romando Artes defended the agency’s “authority and legal basis” in removing road obstructions in the National Capital Region.
Artes noted that the MMDA, which is under the Office of the President, is tasked to clear major roads of obstructions and to adopt measures to ease traffic congestion in Metro Manila.
He said the agency has been acting on complaints about road obstructions sent to hotline 8888, which is operated by the Office of the President.
Artes noted that the MMDA entered into an agreement with the Department of the Interior and Local Government for the conduct of clearing operations in Metro Manila.
The agency should coordinate first with local government units before carrying out clearing efforts, he said.
Some clearing operations by MMDA field personnel have turned violent, with residents and even local government officials trying to stop the MMDA from taking away their possessions such as cars, which the agency deemed as road obstructions.
