CAMP OLIVAS, Pampanga, Philippines — Police personnel in Central Luzon have been ordered to conduct random inspection of fireworks manufacturers and dealers.

Brig. Gen. Cesar Pasiwen issued the directive on Monday even as he stressed the need to coordinate with local government units to ensure that the requirements of the Philippine National Police for the issuance of permits are complied with.

He cited last week’s raid on a factory in Sitio Bihunan, Barangay Biñang 1st in Bocaue, Bulacan, where illegally manufactured firecrackers were confiscated.

On Nov. 3, eight persons were injured in an explosion in a fireworks factory in Sitio Manggahan, Barangay Pulong Buhangin in Sta. Maria, also in Bulacan.

Bulacan is a major manufacturing hub and sales distribution point of fireworks and pyrotechnic devices while Bocaue is considered as the fireworks capital of the country.

Records from the firearms and explosives office of the Bulacan police showed that there are 22 licensed fireworks manufacturers and 81 dealers in the province.

Joven Ong, president of the Philippines Fireworks Association, said authorities should also look into the suppliers of chemicals and other materials used to manufacture firecrackers.

Ong said these chemicals should not be sold to illegal firecracker manufacturers.
