PNP’s No. 4 man sacked

MANILA, Philippines — Maj. Gen. Arthur Bisnar was relieved from his post as chief of the directorial staff of the Philippine National Police (PNP) yesterday.

From being the PNP’s No. 4 man, Bisnar was reassigned to the PNP chief’s office, which means he is currently on floating status, according to an order released yesterday. He is set to retire on Sept. 30, 2024.

PNP chief Gen. Rodolfo Azurin Jr. has appointed former Area Police Command-Visayas director Maj. Gen. Michael John Dubria as Bisnar’s replacement.

Azurin appointed Area Police Command – Eastern Mindanao director Lt. Gen Patrick Villacorte as Dubria’s replacement.

Bisnar’s relief came a month after he was charged with grave abuse and unjust vexation by Maritess Cabillan, a non-uniformed personnel assigned with the PNP Directorate for Comptrolership.

No other details about the incident were available.

Bisnar was the director of the PNP Directorate for Human Resource and Doctrine Development when the incident happened.

In April, Bisnar was accused of hurling profanities at officers of the Criminal Investigation and Detection Group (CIDG) at Camp Crame in Quezon City.

According to a police report, an irate Bisnar parked his vehicle in the CIDG-National Capital Region field unit compound and confronted the guard on duty, claiming the compound gate encroached on the
pedestrian lane.
