MANILA, Philippines — The National Union of Peoples’ Lawyers (NUPL) yesterday asked the Court of Appeals (CA) to cite in contempt convicted retired Army Maj. Gen. Jovito Palparan Jr., National Task Force to End Local Communist Armed Conflict spokesperson Lorraine Badoy and Pastor Apollo Quiboloy’s Sonshine Media Network International (SMNI).

The respondents allegedly violated the sub judice rule when they discussed the merits of Palparan’s conviction in a kidnapping and serious illegal detention case, which is still on appeal.

The NUPL also accused the Bureau of Corrections of giving special treatment to Palparan, who has not been transferred to the maximum security compound of the New Bilibid Prison (NBP) after he was sentenced to life in prison.

Palparan has been detained at the NBP’s minimum security facility since 2018.

In an 11-page motion, the NUPL asked the CA to cite Palparan, Badoy and the SMNI Network in contempt.

Palparan appeared on the SMNI News channel on March 30 wearing the NBP orange uniform for inmates. He was asked details about his kidnapping case.

The retired general was convicted for the kidnapping and serious illegal detention of two students of the University of the Philippines in 2006. The victims remain missing.
