5 cops get promotion

MANILA, Philippines — Five more senior police officials have been promoted to the next higher rank.

Philippine National Police chief Gen. Dionardo Carlos on Thursday led the induction of the newly promoted police officials at the PNP headquarters at Camp Crame in Quezon City.

Among them is Maj. Gen. Arthur Bisnar, director for Human Resource and Doctrine Development, who received his second star.

Bisnar is feared by police officers as he is known for his strict implementation of the rules of the police organization.

When he headed the PNP Headquarters Support Service, Bisnar ordered police personnel to wash their soiled vehicles before entering Camp Crame.

The same rule also applies to civilians who need to transact business or acquire documents at PNP offices.

The other police officials who received their first star were Brig. Gen. Rolando Destura, deputy regional director for administration of the Soccsksargen police; Brig. Gen. Percival Rumaoa, liaison officer of the chief PNP for the Office of the President; Brig. Gen. Wilson Joseph Lopz, police attache in Washington of the Directorate for Intelligence, and Brig. Gen. Cesar Pasiwen, executive officer of the police Command in Northern Luzon.

Carlos urged the police officials to serve as examples of the highest standards of professional behavior.

“Carry on with the best of your abilities as we introduce innovations for better and enhanced community-oriented policing,” he said.
