CHR: Imposing fines on unvaxxed churchgoers unlawful
MANILA, Philippines — The Commission on Human Rights (CHR) yesterday expressed concern over an ordinance in Caloocan City reportedly imposing fines on unvaccinated churchgoers.
In a statement, the CHR said it received a report that unvaccinated churchgoers in Caloocan are prohibited from attending masses.
Copies of the ordinance are reportedly posted at the gates of churches in the city, the CHR said.
“There is no law stating that COVID-19 vaccination should be mandatory. It is unlawful to restrict the unvaccinated at pagkaitan ng karapatang magsimba at manampalataya,” the agency said.
The commission urged the city government of Caloocan to hold a dialogue with church leaders and priests to ensure that the rights of people are not violated.
The CHR cited Section 5 of the Constitution, which provides that “free exercise and enjoyment of religious profession and worship, without discrimination or preference, should be allowed at all times.”
The agency said it suppports the government’s inoculation program to achieve herd immunity against COVID-19, but it strongly opposes discrimination against the unvaccinated.
