DILG: No new permits for fireworks display

MANILA, Philippines — Police will no longer process or issue special permits for community fireworks displays to discourage mass gatherings during the holiday season, according to the Department of the Interior and Local Government (DILG).

DILG spokeman Undersecretary Jonathan Malaya said the Philippine National Police (PNP) issued an advisory on the suspension of the issuance of fireworks display permits.

“This is... a measure against the transmission of COVID-19... Nonetheless, according to the PNP, they will respect the permits which were granted prior to the issuance of the advisory,” Malaya said.

He said local government units (LGUs) could also prohibit community fireworks displays outside of malls and other establishments to prevent crowds as a precautionary measure against COVID-19.

Malaya said LGUs could still issue permits for the sale of consumer pyrotechnics within their areas. He said LGUs should come up with necessary regulations within their jurisdiction.

The DILG reminded the public that the strict regulation of firecrackers and pyrotechnics under an executive order issued by President Duterte in 2017 remains in effect.

The DILG said firecrackers that are overweight, oversized, with short fuse and imported and unlabeled locally made products are strictly prohibited.

Watusi, piccolo, poppop, five star, pla-pla, lolo thunder, giant bawang, giant whistle bomb, goodbye Philippines and judas belt are among the prohibited firecrackers.

The DILG said consumer pyrotechnics, commonly referred to as pailaw, such as roman candles, fountains and sparklers, are still allowed for holiday celebrations and can be used outside homes.

The Philippine Fireworks Association had clarified that consumer pyrotechnics is different from fireworks or firecrackers used in fireworks displays.

The President said he might impose a total ban on firecrackers next year to ensure public health and safety.

Fireworks stakeholders appealed to the  President to impose stricter regulations instead of a total ban.
