Spaniard in Makati scuffle blacklisted

MANILA, Philippines — The 49-year-old Spaniard who figured in a scuffle with a police officer in a subdivision in Makati City over alleged quarantine violations last March has been blacklisted by the Bureau of Immigration (BI), an official said yesterday. 

Javier Salvador Parra is barred from re-entering the Philippines after he was blacklisted on June 3 when it was confirmed that he did not return since he left three days after the scuffle on April 26, BI Commissioner Jaime Morente said.

Parra figured in a scuffle with SMSgt. Roland Madrona on April 26 after the police officer attempted to arrest him at his home on an alleged quarantine protocol violation while the metropolis was still under enhanced community quarantine (ECQ). 

The BI said Parra left the Philippines on April 29 aboard a Qatar Airways flight to Doha bound for Madrid. Parra was allowed to leave the country since no formal charges had yet been filed against him while the BI was still conducting an investigation. 

Parra was given until May 21 to submit his explanation. After receiving no response, the BI blacklisted him for being an undesirable alien.
