MANILA, Philippines — Caloocan Mayor Oscar Malapitan has asked the city council to impose a preventive suspension on a barangay captain and three councilmen for leading a “tupada” or illegal cockfighting at the Manila North Cemetery last week.

In his affidavit dated April 12, Malapitan filed an administrative complaint for gross neglect of duty and conduct prejudicial to the best interest of the service against Barangay 129 chairman Brix John Reyes along with councilmen Alfie Lacson, Romualdo Reyes and John Cris Domingo.

Malapitan said the barangay officials violated quarantine protocols when they held an illegal cockfight in the cemetery last week.

The suspects also abandoned their posts after they conducted the tupada in Manila when they should have been on duty in Caloocan, the mayor said.

Malapitan said the barangay officials should be suspended for 60 days.

Under the Local Government Code, any complaint against elective barangay officials may be filed before the city council.
