Betel nut chewing, spitting in Baguio banned

BAGUIO CITY, Philippines — The Baguio City Council approved an ordinance this week banning chewing and spitting of betel nut, locally known as momma or nganga, in public places.

Councilor Joel Alangsab, who authored the measure, said it shall be unlawful for any person to chew or spit betel nut in private or public vehicles, including those owned by the government whether moving or stationary, without the required spittoon.

Throwing, dumping of used spittoon in public places, roads, streets, alleys, lagoons, rivers, canals and the like as well as sale of betel nut to minors are also prohibited.

Chewing and spitting of betel nut is allowed during indigenous gatherings provided pertinent rules and regulations are followed to maintain cleanliness and sanitation of the place.

Violators face fine of P500 or four hours of community service for the first offense and a fine of P1,000 or six hours community service for the second offense.

A fine of P2,000, eight hours community service or imprisonment of up to three months or both aside from suspension or revocation of business license will be imposed on the third offense.
