Duterte orders Yuletide assistance for barangay executives
MANILA, Philippines — Barangay councils should provide assistance for the “economic empowerment” of barangay officials during the Yuletide season.
President Duterte issued the directive on Friday under Executive Order 99.
Duterte noted that under the Local Government Code, the Sangguniang Barangay may enact ordinances to promote the general welfare of their constituents.
Barangay captains, secretaries, treasurers, watchmen, members of the lupong tagapamayapa and other workers are covered by the program.
The President said barangays contribute to the attainment of the goals under the Philippine Development Plan through their “unconditional and passionate service” despite limited resources.
Duterte said the Yuletide season is an opportune time to come up with programs in recognition of the service of barangay officials.
The budget for the social assistance program will be charged against available funds of the barangays subject to budgeting, accounting and auditing laws and regulations.
The Departments of the Interior and Local Government and Budget and Management were directed to come up with guidelines to implement the order.
