‘Hulidap’ cop shot dead in Cagayan
TUGUEGARAO, Cagayan, Philippines — A former police officer accused of “hulidap” was gunned down by motorcycle-riding assailants in this city yesterday.
Former Police Officer 3 Lucas Mangada, 36, was riding another motorbike driven by Kurt Javier, 30, when they were shot at around 11:30 a.m.
Mangada died at the scene. Javier and a three-year-old boy seated in front at the motorcycle were wounded and taken to a hospital for treatment.
Police said Mangada, who was accused of posing as an agent of the Criminal Investigation and Detection Group, had victimized mostly students.
He reportedly demanded money or cell phone in exchange for the release of his victims following their arrest on trumped-up drug charges.
Mangada was dismissed last year after he was found positive for drug use.
