108 Binondo flying voters dropped from list

MANILA, Philippines — Two courts in Manila recently excluded from the city’s voter list a total of 108 flying voters in Binondo after they were found to be residents of Navotas.

The illegal voters were registered at Precinct 1100B of Barangay 269, Zone 25, District 3.   

The Metropolitan Trial Courts (MTCs) of Manila dropped them from the list of registered voters based on the petitions for exclusion filed by Chairman Domingo Vacal and councilman Ramon Cheng.

Romulo Macalintal, lawyer for the complainants, said Vacal and Cheng also filed a case for violation of the Omnibus Election Code against the suspects.

MTC Branch 1 Judge Ma. Ruby Camarista and MTC Branch 7 Judge Carissa Anne Manook Frondozo ordered the exclusion of the voters last February.

Camarista cited a certification from the office of a barangay chairman in Navotas proving that some of the voters were residents in the city.

The owner of Zosima Building in Manila, which was used by the other voters as their address, also certified that they were not tenants of the building.

Frondozo excluded the voters after finding that they used the address of another person in their application for registration with the Commission on Elections.
