BUTUAN CITY, Philippines – The Construction Industry Arbitration Commission (CIAC) has cleared a construction firm here of any wrongdoing in connection with two road projects.
In a 41-page ruling obtained by The STAR, the CIAC ordered the Department of Public Works and Highways (DPWH) in Northern Mindanao to pay P16,006,726.65 in moral and exemplary damages to Sergio Pascual of SCP Construction.
In his complaint, Pascual said his company did not receive payment despite the 100 percent completion of the concreting of a portion of Ticlaan Road in Bukidnon and upgrading of the Gingoog-Claveria-Villanueva road in Misamis Oriental.
The road projects amounted to P95.3 million.
The CIAC said there is no reason for the DPWH not to pay SCP Construction after completing the project.
SCP Construction followed the requirements set by the DPWH when the CIAC along with government and private sector representatives inspected the project sites, it added.
