MANILA, Philippines – The Office of the Ombudsman ordered yesterday the filing of criminal charges against two former mayors of Cebu in connection with their illegal appointments.
Former Barili mayor Teresito Mariñas will be charged with nepotism before the Sandiganbayan for appointing his brother Aniceto Mariñas as human resources management officer in 2007.
“All appointments in the national, provincial, city and municipal governments made in favor of a relative of the appointing or recommending authority...are prohibited,” the ombudsman said.
Relatives and family members are those related within the third degree of consanguinity or affinity, it said.
Meanwhile, former Consolacion mayor Teresa Alegado will be indicted over the appointment of Danilo Capangpangan as general services officer.
The ombudsman said Alegado disregarded the Civil Service Commission ruling invalidating Capangpangan’s appointment for failing to meet the experience and educational requirement of the position.
