MANILA, Philippines - Two laws have been signed declaring a holiday for the celebration of the founding anniversary of Bacoor, Cavite on different dates.
President Aquino signed Republic Act 10804 on May 11 declaring Sept. 29 of every year as special working day and school holiday to celebrate Araw ng Bacoor.
Records show that the House of Representatives approved House Bill 3973 authored by Rep. Lani Mercado-Revilla on March 10, 2014, with the Senate passing it with amendments on Dec. 14. The bill was sent to Malacañang on April 12.
On May 13, another bill declaring June 23 of every year as a special working day and class holiday in Bacoor to commemorate its anniversary as a city lapsed into law after the President neither signed nor vetoed it. The measure is now RA 10814.
The bill also originated from the House, which passed it on March 10, 2014. The Senate amended it on Dec. 14 and the House concurred with the amendments on Jan. 25 .
The approval dates show that it was the same bill that Mercado-Revilla filed.
Sources in the chamber said House secretary-general Marilyn Yap and the Palace legislative liaison assigned to the House should have checked the transmittals.
