Ex-Davao DepEd executives face graft raps

MANILA, Philippines - The Office of the Ombudsman yesterday ordered the filing of charges against three former officials of the Department of Education in Tagum, Davao del Norte. 

Former schools division superintendent Aurora Cubero, division superintendent Salvacion Yumang and administrative officer Emma Betonio were accused of involvement in the anomalous procurement of 32 mobile phones amounting to P317,380 in 2007.

 Records of the case show the respondents facilitated the procurement of the mobile phones through shopping, claiming it was “exceptionally necessary and indispensable for official use.” 

Deputy Ombudsman for Mindanao Rodolfo Elman said the limit for unforeseen contingency requiring immediate purchase in 2007 was only P50,000 and P250,000 for regular office supplies and equipment.

Elman said mobile phones are not considered ordinary or regular office supplies under procurement laws.
