ZAMBOANGA CITY, Philippines - The Zamboanga del Norte Provincial Crisis Management Committee (PCMC) expressed sadness and described the abduction of the former Italian priest a “gruesome” crime perpetrated in Dipolog City, said Mayor Evelyn Uy.
Uy, chairperson of the PCMC, issued their statement during an emergency meeting following the abduction of Rolando del Torchio, 56, right inside his Ur Choice Bistro Pizza Café by ten gunmen who disguised as customers.

“This is a sad moment for all of us, for just yesterday, a most gruesome crime has been perpetuated deep within the heart of our city,” Uy said.
Uy described Torchio as an amiable Italian national who has become a “Dipolognon” by heart.
She said the abduction of Torchio was an unfortunate incident to happen to a peace-loving resident of Dipolog, and a big blow to the city's efforts to promote peace, progress and prosperity.
Uy said the provincial crisis management committee has been activated and has started coordinating with law enforcement authorities and other concerned government agencies for the safe release and recovery of the victim.
“We have already mobilized the resources of government for that purpose,” Uy said.
The crisis management and the local government were also looking at concerns related to internal security to prevent similar incident.
“We have made a lot of headway in our efforts to make Dipolog City safe and secure for our residents and visitors, and we cannot let this single isolated incident bring us down,” Uy said.
The crisis management chairperson also urged the people not to be complacent and stay vigilant while police continue to ensure the security of the public.
