Rizal town mayor fined for faking council resolution

MANILA, Philippines - The Office of the Ombudsman has affirmed the charges against a Town mayor and a former vice mayor in Rizal province for falsifying a municipal council resolution in 2005 seeking to acquiring a property for the construction of a barangay road.
The Office found that Pililla, Rizal Mayor Leandro Masikip and former vice mayor Tomas Aguirre made it appear that members of the municipal council deliberated upon and passed the resolution to appropriate P105,350 for the expropriation of a parcel of property.
"As a rule, proposed ordinances and resolutions must specify the date of its effectivity, a brief explanation justifying its approval and most of all, it must be signed by the authors thereof and submitted to the Secretary of the Sanggunian who shall report the same …during its next meeting," Ombudsman Conchita Carpio-Morales said.
The Office found Aguirre guilty of Simple Dishonesty and meted out the penalty of fine equivalent to six months’ salary while the administrative case against Masikip was dismissed in view of his reelection in 2007.
The cases against Sangguniang Bayan Secretary Alejandro Amores were dismissed on account of his death in 2008.
