Negros transport group opposes penalties for texting while driving
BACOLOD CITY, Philippines – A transport group in Negros Occidental is protesting the proposed high penalties against drivers caught using mobile phones while driving.
Diego Malacad, secretary general of United Negros Drivers and Operators Center said they are currently coordinating with their allied organizations in other provinces for a a simultaneous protest actions.
The House of Representatives earlier approved on third and final reading House Bill 4531 on the Anti-Distracted Driving Act, a bill regulating the use of mobile phones and other computer and entertainment devices while driving.
The first offense is punishable with a fine of P5,000; P10,000 for the second; P15,000 and three-month suspension of driver’s license for the third, and fourth offense entails a fine of P20,000 and revocation of driver’s license.
Malacad said the bill, sponsored by House committee chairman and Rep. Cesar Sarmiento, did not undergo public hearing.
Sarmiento said the bill was meant to ensure the safety of the citizens.
