BATANGAS , Philippines – The Civil Service Commission (CSC) has ordered the dismissal of the provincial administrator appointed by Gov. Vilma Santos-Recto for allegedly faking his career service eligibility test result.
In an order dated June 25, the CSC affirmed the earlier decision of the CSC Regional Office dismissing Victor Reyes for administrative cases.
The order was signed by CSC Chairman Francisco Duque III, Commissioners Robert Martinez and Nieves Osorio, and Director Dolores Bonifacio.
Reyes was found guilty of dishonesty, grave misconduct, falsification of official documents and conduct prejudicial to the interest of the service.
Aside from dismissal, Reyes was penalized with forfeiture of retirement benefit and perpetual disqualification from holding public office.
The CSC said Reyes indicated in his personal data sheet that he obtained an 83 percent grade in the Career Service Professional Examination conducted on Dec. 10, 2004 at the CSC office in Quezon City.
Records at the CSC’s Integrated Records Management Office showed there was no civil service examination conducted in any CSC regional office on the said date.
Meanwhile, the CSC is set to deliberate this week after Reyes filed a motion for reconsideration on his case.
Reyes, a former mayor of Padre Garcia town, was appointed provincial administrator by Santos-Recto on July 1, 2007.
The CSC said Reyes submitted his personal data sheet including a photocopy of his purported Career Service Professional Eligibility result.
The probe on Reyes stemmed from an anonymous complaint sent to the CSC through text messages, email and letters citing his alleged spurious civil service eligibility.
