MANILA, Philippines – Interior and Local Government Secretary Mar Roxas on Monday announced the capture of several fugitives, including the members of the Ozamis robbery ring and two suspected Chinese drug traffickers, during separate operations in Cavite, Batangas, San Juan City.
Roxas said the fugitives have been apprehended during the case operation Plan Gemini 2 and Operation plan Lily of the Philippine National Police.
He noted that the most significant haul by the PNP included the capture of convicted bank robber Ricky Cadavero, 36, who bolted the New Bilibid Prison in December last year; and two convicted Chinese drug traffickers, couple Li Lan Yan and Wang Li Na, who escaped from the custody of the Cavite Provincial Jail last February.
Operatives of Criminal Investigation and Detection Group nabbed the fugitive Chinese couple at their rented house on A. Infante St., Infante Subdivision, P. Guevarra, San Juan City, shortly after midnight last Saturday, Roxas said.
Another operation in Dasmariñas, Cavite resulted in the captured of Cadavero and his right hand man, Wilfredo Panogalinga Jr. ,34, a sub-leader of the Ozamiz Group, last July 12 in Brgy. San Agustin 2, Dasmarinas, Cavite.
Panogalinga is an escapee from Ozamiz City jail and a key suspect in the shooting of American Robert Armstrong during a robbery at a 711 convenience store in Malate, Manila, sometime September 2012.
Other members of the Ozamiz Group arrested in separate operations in Cavite and Batangas were Nestor Buenabente, Rogie Soriano, Cesar Devera, Donde Pedrosa, Alvin Cuyag and Dave Clark Lago.
Roxas said that continuing operations are under way particularly to recapture the third Chinese fugitive, Li Tian Hua, and other affiliates of the Ozamiz Group.
