CAMP VICENTE LIM, Laguna, Philippines – Cavite police director Senior Superintendent John Bulalacao was removed from his post yesterday as the Philippine National Police implements a reorganization of officers in preparation for next year’s elections.
Senior Superintendent Jose Mario Espino, chief of the regional police human and resources management division-4A, said Senior Superintendent Alexander Rafael was appointed to replace Bulalacao.
Bulalacao was in turn named regional chief of the controlled division at the MIMAROPA.
“The removal of some police officers handling key positions in Region 4A was part of the preparation for the coming elections in coordination with the Comelec,” Espino told The STAR.
Meanwhile, Espino said the relief of Laguna police officer-in-charge Senior Superintendent Fausto Manzanilla did not push through.
Senior Superintendent Pascual Muñoz, who Laguna Gov. Jeorge Ejercito reportedly wants to be the province’s permanent police director, was supposed to replace Manzanilla.
Police officials hailed the recall of Manzanilla’s transfer, saying he was very effective in his job.
“He (Manzanilla) is a good and talented police official, and he has command over his chiefs of police,” one of the officials said.
