Teacher files case vs Quezon mayor

Lopez, Quezon , Philippines  – An elementary school teacher has filed an administrative and graft complaints at the Office of the Ombudsman for Luzon against incumbent Lopez Mayor Isaias Ubana II and three other government officials for alleged anomalous ghost delivery of items and falsification of various government documents.

Republic Act 3019 (Anti- Graft) law was filed by Victor Perion, school teacher of Pisipis Elementary School at the Office of the Ombudsman against Ubana; Esmeraldo Erandio, municipal engineer; Alfredo Calandria Jr., municipal planning and development coordinator and Giovanni Mañalac, construction and maintenance foreman.

In a sworn statement, Perion stated that on June 29, 2009, a barangay official named Pablo Torres confronted him verifying some construction and repair and improvements of Pisipis Elementary School seeking his explanation because Torres saw such receipts, voucher and acceptance report that the said school undertook improvements and repairs.

Torres showed Perion a copy of PO No. 2008-11-57V that the latter had received the materials and signed in the amount of P51,451. Perion denied it and said he did not sign any documents from the office of the mayor in connection with the said works.

It was also known that the fund for the repair and development of the said school will come from the 20 percent Development Fund of the Lopez municipality.

The Office of the Ombudsman summoned the respondents to file their counter-affidavit within 10 days upon receipt of the copy.   –Michelle Zoleta
