All systems go for land titling automation project

It’s all systems go for the Land Registration Authority’s land titling computerization project (LTCP) which was launched by the successful Project Kick-Off workshop held in Clark Field, Pampanga recently.

The three-day team-building event brought together key participants from the LRA and the Land Registration Systems Inc. (LARES), the agency’s partner for the LTCP, to produce a common level of understanding on the framework, methodologies, metrics and resource requirements for the project’s implementation.

The workshop participants emerged eager to lead the much-needed shift of the LRA systems from manual to computerized.

Spearheading the workshop was the chairman of the LRA Project Management Executive Committee, Deputy Administrator Edilberto Feliciano. LRA Administator Benedicto Ulep delivered the closing remarks.

During the workshop, the different project development committees discussed key issues and concerns to ensure the success of the project.

The committees discussed the overall development of a system-integrated information technology solution that will interconnect the LRA central office and all the registries of deeds nationwide and enable online transaction processing, standardize and streamline business processes, and secure land titles.

The project includes the rehabilitation of 126 existing registries and the central office as well as the construction of a three-story information management center and 36 new offices.

The LTCP will be implemented in five phases. Phase I will involve system prototyping in the pilot registries of deeds (RDs) of Quezon City, Parañaque City, and Cebu City. This phase also involves the construction of the information management center.

Phase II will involve the rollout of the developed and accepted system to 64 sites and the commissioning of a central office application system.

Phase III will involve rolling out the system to 43 RDs, and Phase IV to the remaining 52 RDs.

Phase V will involve the operation and maintenance of the resulting information technology facilities and the development of a geographical information system for the RDs in the National Capital Region.

Implementing the LTCP, in partnership with the LRA, is LARES which entered into a contract to deliver it under the build-own-operate scheme.
