Police chief sacked over ‘proxy’ inmate

For a scheme called "palit ulo," Superintendent Jose Carreon found himself replaced instead as Hagonoy, Bulacan’s police chief.

Carreon received his marching orders yesterday for allegedly letting a female drug dealer’s husband to take her place behind bars.

Chief Superintendent Vidal Querol, Central Luzon police director, said a certain Antonio Vengco approached Carreon last June 26 to work out the release of Norma Santiago, who was arrested on the same day in a drug buy-bust because she was nursing a mentally retarded child at home.

Carreon reportedly agreed to let the suspect go provided that her husband, Enrique, be put in jail on her behalf. — Jaime Laude
