Police said the victim, Rolando Meer, 54, had just come from the municipal hall when a lone gunman pumped bullets into his head at about 2:30 p.m.
Witnesses said the gunman had two companions who served as lookouts a few meters away from the crime scene. All three, they said, escaped on board a blue Toyota Corolla.
Police found seven empty caliber .45 shells at the scene.
Meer was said to be at odds with the municipal councilors. Mayor Armand Sanchez, acting on a resolution of the town council, recently suspended him.
