But Ilocos Sur provincial board member Teodoro Salvador vehemently denied the charge, saying he had never met the complainant.
Salvador told newsmen that he was surprised at the girls allegations, adding that he was simply not present at the place and time where the rape incident allegedly took place.
"I dont know this girl and I had never met her," said the 64-year-old provincial official who had also served as provincial agriculture officer. "I dont know her motives."
In a three-page affidavit filed last Monday in the office of assistant prosecutor Bernardo Agdigos in Batac, Ilocos Norte, the teener alleged that Salvador took her to the Coral Beach Resort in Currimao, Ilocos Norte last Dec. 19.
"We entered a room (at Coral) and he pulled me into a bed and he forced me to remove my clothing," she claimed in her affidavit.
She alleged that Salvador succeeded in sexually abusing her due to his superior strength.
She said the board member picked her up along Rizal street near the Iglesia ni Cristo church here last Dec. 19.
She said she met Salvador five days before the incident. He allegedly promised her a cellular phone or a pair of eyeglasses. She said she wanted the latter because she had just been operated on for cataract.
When they met on Dec. 19, Salvador was supposed to give her the pair of eyeglasses, she said.
