Papin files raps vs board member

Camarines Sur Vice Gov. Imelda Papin filed charges of acts of lasciviousness, grave misconduct and immoral conduct yesterday against a provincial board member who, she alleged, embraced and kissed her and tried to touch her breasts.
Papin said in her five-page complaint with the Office of the Ombudsman, that board member Crisanto Rances, of Camarines Surs third district, was reeking with liquor when he did the alleged acts in the presence of provincial employees last Nov. 2. Jose Rodel Clapano
